Novice needing advice!

Hey all, I’m a novice that just started my university’s (open program) workouts and am having some doubts. I’m a male who is about 5’7 on a tall day with short legs at that. I’ve been noticing during my workouts on the erg that no matter how hard I try, I can’t get a good leg drive going at all! I just about have the very basic fundamentals down (arms, chest, legs, then reverse) but my legs feel like they are never contributing.
