Legs are bad at the long stuff?

Basically, on all of my long stuff, whether it is heart rate steady state or not, I feel like I have to push really hard to get even decent splits. For instance, while my 2k split is a 1:39, steady stating at a 2:12 still feels like really high press, with legs feeling fatigued after 20 mins or so. My 6k split is also only 1:50.
