Indoor advice needed

Ok so I’m rowing steady state pieces like 10k, 12k, 16k around 1:52/1:53 and doing 2 – 3 steady states over a 7 day period.

My 500m is 1:19, 1000m 2:58 and 2000m 6:28.

I seem to struggle holding any reasonable pace with pieces like 30mims at 24sm target around 1:47, 2 x 20m 26spm target 1:47 you get the idea. I end up finishing these pieces at the same average as my steady which doesn’t add up to me.

Just looking for suggestions and tips please? Maybe I need to back off on the pace?
